Tender eligibility review: can you bid at all?

Eligibility is a yes or no question. If you fail one mandatory rule, the quality of the rest of your bid does not matter. An eligibility review finds those rules and checks each one honestly.

58,255open opportunities we track right now, from the official sources SLETOR reads.

Where the rules are

  • The contract notice: a short summary of conditions
  • The invitation to tender or instructions to bidders
  • The selection questionnaire (in the UK often called the SQ, in the EU the ESPD)
  • Annexes on insurance, certificates and financial standing

How to check each rule

For every rule, write down the exact wording, the page, and your evidence. If you cannot find evidence, mark it unknown. Unknown is not the same as yes.

Common traps

  • Turnover measured over the last three years, not the last one
  • References that must be from the public sector
  • Certificates that must be held at the bid deadline, not the start date
  • Rules hidden in an annex that the notice does not mention

Questions

What if a requirement is unclear?
Ask the buyer a clarification question before the deadline. Their answer is usually shared with all bidders.
Does SLETOR mark unclear rules as met?
No. If the documents or your profile do not show a mandatory fact, the Bid Check marks it unknown and tells you what to confirm.
