REQUEST FOR EXPRESSIONS OF INTEREST CONSULTING SERVICES COUNTRY: REPUBLIC OF ANGOLA PROJECT: Water Sector Institutional Development Project II (WSIDP II) LOAN No. I BRD-8702/ IBRD-8876/ CAO-1026 ASSIGNMENT: Independent Contract Auditor Water Supply PPP (phase 1) in Cabinda Province REFERENCE: 167CS4 CABINDA UCP 24 The Government of the Republic of Angola (GoA) has received financing from the World Bank and the French Agency of Development (AFD) toward the cost of the Second Water Sector Institutional Development Project (WSIDP-2) and intends to apply part of those funds for consulting services. To facilitate the monitoring of the Management Contract and support on the decision to proceed or not to the Affermage Contract, under the implementation of WSIDP II and through an international call for tenders, an independent consultant, hereinafter referred to as the "Independent Contract Auditor" (or "Auditor"), with the skills, experience and independence required to monitor performance-based PSP contracts, will be recruited. The objectives of the Auditor role are: i) to monitor the compliance of the Private Partner with respect to the contractual commitments of the Management Contract; ii) to support the efficient and balanced implementation of the Management Contract by providing impartial auditing and verification services in the determination of the baseline and levels of performance achievement during this stage; iii) to support in the final verification and recommendations to the following stage, the…[E4]
