O presente Edital tem por objeto a contratação, por meio de procedimento auxiliar de credenciamento, de empresas especializadas na prestação de serviços de acesso à internet, incluindo fornecimento de link dedicado, infraestrutura de rede e suporte técnico, destinados à realização de eventos institucionais promovidos pela Secretaria de Estado de Finanças de Rondônia. Cumpre ressaltar que o objeto desta contratação não se enquadra na categoria de bens de luxo, conforme estipulado pelo Decreto nº 10.818, de 27 de setembro de 2021, que regulamenta o disposto no art. 20 da Lei n.º 14.133/2021. A contratação visa promover ganhos relevantes em termos de economicidade e gestão eficiente dos recursos públicos. Espera-se, inicialmente, a eliminação de contratações emergenciais e de última hora, que historicamente demandam maior esforço administrativo, reduzem a competitividade e, em determinadas situações, acarretam custos mais elevados em razão da urgência e da limitação de fornecedores disponíveis no momento da necessidade. O prazo de vigência máxima do credenciamento será de 01 (um) ano, admitida a prorrogação por igual período, desde que precedida de justificativa e reavaliação das condições de habilitação e contratação e análise da vantajosidade financeira, nos termos do art. 23 da Instrução Normativa n.º 02/2025/SUPEL-GAB.[E4]
