Tarjous annetaan Kouvolan kaupunkikonserniin kuuluvien kaupungin ja sen tytäryhteisöjen tilivuosien 2027 - 2030 (+ 2 optiovuotta 2031 - 2032, jos tilaaja niin päättää) tilintarkastuspalveluista. Tilaaja ilmoittaa option käyttämisestä toimittajalle kirjallisesti viimeistään kolme (3) kuukautta ennen varsinaisen sopimuskauden päättymistä. Tarjous pyydetään kuntalain (410/2015) 122 §:n mukaisesta hallinnon ja talouden tarkastuksesta tilikausia 2027 - 2030 vastaavilta vuosilta ja EU- ja muiden hankkeiden tilintarkastuksesta sekä muista tilintarkastusta tukevista asiantuntijapalveluista tämän tarjouspyynnön mukaisesti. Tarjouspyynnön kohteena ovat tilintarkastuslain (1141/2015) ja julkishallinnon ja talouden tilintilintarkastuksesta annetun lain (1142/2015) mukainen rekisteröity tilintarkastusyhteisö. Tarjouskilpailun järjestää Kouvolan kaupungin tarkastuslautakunta. Tarkastuslautakunnan toiminta tarjouskilpailun järjestäjänä kaupunkikonsernin puolesta perustuu kuntalakiin (410/2015). Kuntalain 122 § mukaisesti kunnan tytäryhteisöjen tilintarkastajat kilpailutetaan siten, että tytäryhteisöissä on kaupungin kanssa sama tilintarkastusyhteisö. Kouvolan kaupunginvaltuusto valitsee tarkastuslautakunnan esityksestä tilintarkastajan Kouvolan kaupungille. Tytäryhteisöt toimivat hankintayksikköinä tilintarkastajiensa valinnassa ja tekevät valintapäätöksen yhtiökokouksessaan. Tarkastettavan kohteen yleiskuvaus Kouvola on n. 78 000 asukkaan kaupunki. Kaupunkikonsernin talouden volyymiä kuvaa vuoden 2025 tilinpäätöksen toimintakulut n. -406 milj. €, toimintakate n. -168 milj. € ja investoin…[E6]
