Contratação de pessoa jurídica especializada no fornecimento parcelado de medicamento à base de Canabidiol (CBD), para atendimento a paciente assistido pela Secretaria de Saúde do Município de Lafaiete Coutinho – BA. Considerando a Constituição Federal de 1988, em especial o seu artigo 196, que dispõe que a saúde é direito de todos e dever do estado, garantido mediante políticas sociais e econômicas que visem a redução do risco de doenças e de outros agravos e ao acesso universal e igualitários as ações e serviços para à sua promoção, proteção e recuperação. Ademais, a Lei Orgânica da Saúde (Lei nº 8080/1990) impõe ao Sistema Único de Saúde (SUS) o dever de assistência terapêutica integral, compreendendo a farmácia. Entretanto, A presente contratação tem por objeto o fornecimento parcelado de medicamento à base de Canabidiol (CBD) para atendimento da paciente M. L. da S. S., assistida pela Secretaria de Municipal de Saúde de Lafaiete Coutinho – BA. A paciente é diagnosticada com Transtorno do Espectro Autista (TEA) - Nível 3, classificado sob CID-10: F84.0 e CID-11: 6A02.2, conforme relatório médico anexo aos autos. O quadro clínico exige intervenção farmacológica específica e ininterrupta para o controle de sintomas severos, sendo o Canabidiol o insumo imprescindível para a eficácia do tratamento prescrito por profissional médico especialista.
