About the requirement

Kotkan kaupunki (hankintayksikkö, tilaaja) pyytää tarjouksia sisäilmailmatutkimusten asiantuntijapalveluista tarjouspyynnön ja sen liitteiden mukaisesti. Hankintamenettelyllä muodostetaan kahden (2) vuoden mittainen puitejärjestely, johon valitaan kolme (3) puitesopimuskumppania (tarjoaja, palveluntuottaja). Puitejärjestelyyn valitaan palveluntuottajat tarjousvertailun perusteella syntyneessä kokonaistaloudellisessa edullisuusjärjestyksessä. Hankintayksikkö pidättää oikeuden muodostaa puitejärjestely, vaikka soveltuvuusvaatimukset täyttäviä tarjouksia tulisi vähemmän kuin kolme. Hankintayksikkö voi jatkaa puitejärjestelyn sopimusaikaa ottamalla käyttöön yhden (1) kahden (2) vuoden mittaisen option. Mikäli tilaaja ottaa option käyttöön, pätevät nyt kilpailutettavan sopimuksen ehdot sellaisenaan myös siihen. Hankinta toteutetaan puitejärjestelynä, koska hankittavien asiantuntijapalvelujen määrää ja täsmällistä sisältöä ei pystytä arvioimaan etukäteen. Hankintayksikkö ei sitoudu tiettyihin hankintamääriin sopimuskauden aikana. Palveluita tilataan sopimusaikana tarpeiden ja määrärahojen puitteissa. Rinnakkais-, osa- ja/tai vaihtoehtoiset tarjoukset eivät ole sallittuja.[E6]
