De aanbesteding moet leiden tot een overeenkomst met een bank die voldoende expertise heeft om de universiteit te faciliteren met betrekking tot het huidige en toekomstige betalingsverkeer. Aan u wordt gevraagd een offerte uit te brengen voor het volgende: 1. Verzorgen van het betalingsverkeer voor de Universiteit Leiden, waarvoor onder meer een systeem voor elektronisch bankieren ter beschikking wordt gesteld, waarin de bankrekeningen van de eenheden van de universiteit en de gelieerde stichtingen worden ondergebracht binnen één complex waarin ofwel een dagelijkse saldoregulatie ofwel op andere wijze een zero balance structuur mogelijk is en rentecompensatie kan plaatsvinden althans ten aanzien van universitaire rekeningen. 2. Een voorstel om de handlingskosten van de kasstromen binnen de universiteit zoveel mogelijk, op een gebruikersvriendelijke wijze, te verlagen door o.a. een vermindering van het aantal bankrekeningen en een optimalisatie van het overig betalingsverkeer (m.n. ontvangsten voor diverse diensten). 3. overige diensten die de bank kan leveren om de universiteit te ondersteunen in het bereiken van hieraan verwante doelstellingen en bij het behouden van een financiële stabiele positie. Daarbij dient de bank de universiteit te wijzen op eventuele geïdentificeerde risico's in de bedrijfsvoering. Essentieel is dat de bank is aangehaakt op de procedure met betrekking tot schatkistbankieren. Verder moet de bank internationaal (wereld) betalingsverkeer kunnen faciliteren.
