Entwicklung des Förderinformationssystems Naturschutz und Natürlicher Klimaschutz (FINK)[E15]

Das Bundesamt für Naturschutz (BfN) beabsichtigt, mit dem Förderinformationssystem FINK (Förderinformationssystem Naturschutz und natürlicher Klimaschutz) eine zentrale, Förderprogrammübergreifende Fachanwendung zur Erfassung, Verwaltung, Verknüpfung und Auswertung von Förderprojektdaten aufzubauen und weiterzuentwickeln. FINK soll die fachliche Umsetzung der Förderprogramme des Aktionsprogramms Natürlicher Klimaschutz (ANK) und des Bundesnaturschutzfonds (BNF) unterstützen. Hierzu führt das System relevante Projektstammdaten, Finanzierungsinformationen, Flächen- und Geodaten sowie Monitoring- und Indikatorendaten in einer einheitlichen Datenstruktur zusammen. Ziel ist es, eine belastbare und qualitätsgesicherte Datengrundlage für die Förderkoordination, das Monitoring, die Evaluation und das Berichtswesen auf Bundesebene bereitzustellen. Die Fachanwendung soll eine effiziente Recherche, Verknüpfung und Auswertung der Daten über Förderprogramme und Projekte hinweg ermöglichen. Dazu gehören insbesondere flexible Filter- und Suchfunktionen, standardisierte Datenimporte und Schnittstellen, fachliche Validierungs- und Plausibilitätsprüfungen sowie die Erstellung von Auswertungen und Berichten. Durch die Integration geografischer Informationssysteme (GIS) sollen Förderflächen räumlich dargestellt, analysiert und mit weiteren Geodaten verknüpft werden können. Ein besonderer Anwendungsfall ist die Identifizierung räumlicher und inhaltlicher Überschneidungen von Fördermaßnahmen als Grundlage für die Prüfung möglicher Doppelförderungen.
