About the requirement

Tampereen kaupungin Lupa liikkua ja Lupa harrastaa -toiminta on osa valtakunnallista Harrastamisen Suomen mallia, jonka tavoite on tarjota peruskoululaisille (1.lk – 9.lk) laadukkaita, mieluisia ja maksuttomia harrastusmahdollisuuksia oman koulun ja kodin läheisyydessä, lasten toiveita kuullen. Harrastusten järjestäjinä voi toimia urheiluseuroja, yksittäisiä taiteilijoita ja taidekasvattajia, ammattimaisia taide-, kulttuuri-, ja liikuntatoimijoita sekä muita ammattimaisia toimijoita. Harrastustoiminta on koko lukuvuoden kestävää toimintaa, joka alkaa syyskuussa ja loppuu toukokuussa. Tampereen kaupunki tulee kilpailuttamaan lapsille ja nuorille suunnatun harrastustoiminnan järjestämisen aikajaksolle syyskuu 2023 - kesäkuu 2028 osana Harrastamisen Suomen malli -hanketta. Tämän ajanjakson aikana julkaistaan useampia tarjouspyyntöjä. Kilpailutukset toteutetaan nyt perustettavan dynaamisen hankintajärjestelmän puitteissa. Dynaaminen hankintajärjestelmä on kaksivaiheinen. Ensimmäisessä vaiheessa dynaamisessa hankintajärjestelmässä ilmoittaudutaan mukaan ko. järjestelmään ja siinä tarkistetaan ehdokkaan soveltuvuus ja toisessa vaiheessa ehdokkaat voivat antaa tarjouksia tarjouskilpailuihin, jotka järjestetään DPS järjestelmän sisällä. Kaikki kelpoisuus- ja vähimmäisvaatimukset täyttävät toimittajat valitaan mukaan DPS:sään. Hankintajärjestelmä sisältää kolme erillistä osa-aluetta: 1) liikunnallinen harrastustoiminta, 2) kulttuurinen, digitaalinen ja muu harrastustoiminta, 3) erityislapsille suunnattu harrastustoiminta.[E6]
