1. Postępowanie prowadzone jest w trybie przetargu ograniczonego w dziedzinach obronności i bezpieczeństwa na podstawie art. 410 ust. 1 ustawy Pzp. Przetarg ograniczony, zgodnie z art. 140 Pzp, to tryb udzielenia zamówienia, w którym w odpowiedzi na ogłoszenie o zamówieniu, wnioski o dopuszczenie do udziału w postępowaniu mogą składać wszyscy zainteresowani wykonawcy, a oferty mogą składać wyłącznie wykonawcy zaproszeni do składania ofert. 2. W wyniku przeprowadzenia niniejszego postępowania zostanie zawarta umowa ramowa na podstawie, której zostaną zawarte umowy wykonawcze zgodnie z art. 422 Pzp, zgodnie z procedurą określoną w projektowanych postanowieniach umowy ramowej. 3. Wykonawcy ponoszą wszelkie koszty związane z przygotowaniem i złożeniem oferty. Wykonawcy zobowiązują się nie podnosić jakichkolwiek roszczeń z tego tytułu względem Zamawiającego. Zamawiający nie przewiduje zwrotu kosztów udziału w postępowaniu. 4. Zamawiający nie przewiduje przeprowadzenia aukcji elektronicznej, o której mowa w art. 227 ustawy Pzp. 5. Zamawiający może unieważnić postępowanie o udzielenie zamówienia przed upływem terminu składania ofert, jeżeli wystąpiły okoliczności powodujące, że dalsze prowadzenie postępowania jest nieuzasadnione. 6. Zamawiający przewiduje możliwość unieważnienia postępowania o udzielenie zamówienia, jeżeli środki, które Zamawiający zamierzał przeznaczyć na sfinansowanie całości lub części zamówienia, nie zostaną mu przyznane.[E7]
