About the requirement
From the notice
Statens innkjøpssenter shall enter into a new government joint contract for telephony services, which shall replace the current contract from May 2027. We are planning on announcing the competition in Q4 2026. The joint agreement shall give government entities access to modern, cost efficient and robust telephony services that support digital interaction, high uptime and secure communication. The procurement is divided into two sub-contracts and we will enter into parallel framework agreements with one tenderer per sub-contract: Sub-contract 1 (primary supplier) comprises all services in the agreement, including mobile telephony, landline telephony, mobile broadband, M2M/IoT, company network, telephone exchange and contact centre. Sub-contract 2 (secondary supplier) includes mobile subscriptions, mobile broadband and M2M/IoT over a radio access network, which is independent of the primary provider's. The sub-contract shall cover the need for coverage and stand-by, and call-offs require that the terms in the requirement specification are met. One tenderer can only be awarded one sub contract, and tenderers who submit tenders for sub-contract 1 must also submit a tender for sub-contract 2. The competition will be held as a negotiated procedure and the contract period is two years with an option for an extension for 1+1+1 year. This is a prior information notice. Tenderers in question are asked to answer the following question: https://forms.cloud.microsoft/e/KX2kBQyYN0 The procurement is planned as a negotiated procedure. The negotiations can be implemented in several phases …[E18]
