Die SNB benötigt zukünftig einen verlässlichen, wirtschaftlichen und transparent steuerbaren Zugang zu Software-Lizenzen unterschiedlicher Hersteller und Lizenzgeber. Bisher wird ein Lizenzzugang genutzt, der den Abruf von Software-Lizenzen aus einem breiten Anbieter- und Herstellerportfolio ermöglicht und dabei nicht auf produktbezogene Margenaufschläge ausgerichtet ist. Gegenstand der Beschaffung ist die Beauftragung eines Auftragnehmers, der Software-Lizenzen für die SNB beschafft, die kaufmännische und administrative Abwicklung gegenüber den Lizenzpartnern übernimmt und die Lizenzen der SNB zur Nutzung bereitstellt. Der Auftragnehmer soll dabei als zentraler operativer Ansprechpartner für die vom Vertragsgegenstand umfassten Lizenzbedarfe fungieren. Die Beschaffung dient damit der langfristigen Absicherung eines wirtschaftlichen, transparenten und steuerungsfähigen Lizenzbezugs. Die SNB verfolgt das Ziel, aktuelle und zukünftige Lizenzbedarfe flexibel abrufen, Kostenbestandteile nachvollziehen, Budgets belastbar planen und die Leistung des Auftragnehmers auf Basis klarer vertraglicher Strukturen steuern zu können.[E7]
