【鳥取県】外国出願補助金 目的: 販路拡大・海外展開をしたい 対象: 300名以下 補助率: 1/2以内 ■目的・概要 中小企業の戦略的な外国出願を促進するため、外国への事業展開等を計画している中小企業等に対して、外国出願にかかる費用の半額を助成する。 ■補助率 １／２以内 ■上限額 １企業あたり：３００万円 １案件あたり： 特許 １５０万円 実用新案・意匠・商標 それぞれ６０万円 抜け駆け対策商標 ３０万円 ■助成対象経費 ①外国特許庁への出願手数料 ②①に要する国内代理人・現地代理人費用 ③①に要する翻訳費用 ■応募資格 交付申請時に以下の要件を満たすこと。 ・中小企業者又は中小企業者で構成されるグループ（構成員のうち中小企業者が２/３以上占めるもの）。ただし、みなし大企業（※）を除く。 （※）みなし大企業とは、以下（ア）～（オ）に該当する企業をいう。 （ア）発行済株式の総数又は出資価格の総額の２分の１以上を同一の大企業が所有している中小企業者等 （イ）発行済株式の総数又は出資価格の総額の３分の２以上を複数の大企業が所有している中小企業者等 （ウ）大企業の役員又は職員を兼ねている者が、役員総数の２分の１以上を占めている中小企業者等 （エ）資本金又は出資の総額が５億円以上の法人に直接又は間接に１００％の株式を保有される中小企業者等 （オ）間接補助金申請時において、確定している（申告済みの）直近過去３年分の各年又は各事業年度の課税所得の年平均額が１５億円を超える中小企業者等 ・地域団体商標の外国出願については商工会議所、商工会、NPO法人等が対象。 ・以下（１）～（５）を満たすこと。 （１）応募時に既に日本国特許庁に対して特許、実用新案、意匠又は商標出願済みであり、採択後にその出願を基礎に優先権主張をして外国出願を年度内に行う予定であること ※商標出願については優先権がない外国出願も可とします。 ※日本の特許出願を優先権主張の基礎にしないPCT出願（ダイレクトPCT出願を含む。）については、日本への国内移行予定又は移行済みのものに限ります。 ※優先権がないハーグ出願については、出願時に日本国を指定締約国に含むものに限ります。 （２）先行技術調査等の結果からみて、外国での権利取得の可能性が明らかに否定されないこと。 （３）外国で権利が成立した場合等において「当該権利を活用した事業展開を計画している」又は「商標出願に関し、外国における 抜け駆け商標出願対策 の意思を有している」こと。 ※ 「抜け駆け商標」とは、日本国において既に出願又は登録済みの商標が、海外において第三者により無断で出願・登録された商標をいい、「抜け駆け対策商標」とは、抜け駆け商標への対策を目的とした商標登録出願をいう。 （４）外国出願に必要な資金能力及び資金計画を有していること。 （５）経済産業省におけるＥＢＰＭ※に関する取組に協力すること。 （※）ＥＢＰＭ（Evidence-Based Policy Making：証拠に基づく政策立案）とは、政策の企画をその場限りのエピソードに頼るのではなく、政策目的を明確化したうえで合理的根拠（エビデンス）に基づくものとすることです。限られた予算・資源のもと、各種の統計を正確に分析して効果的な政策を選択していくEBPMの推進は、2017年以降毎年、政府の経済財政運営と改革の基本方針（骨太の方針）にも掲げられており、今後もますます重要性が増していくことが予想されます。 ※採択された場合は、企業名・所在地等について公表いたします。 ※採択された場合は、事業完了後５年間の状況調査（フォローアップ調査、ヒアリング等）を行います。 ■その他注意点 申請時・…[E4]
