Aquisição de EPIs e materiais para higienização de acervo arquivístico – máscara de proteção respiratória, avental impermeável, luvas de algodão, óculos de proteção, touca descartável, trincha para higienização de documentos, pó de borracha e luva de látex; em razão do fracasso do lote 04 do pregão n° 90003/2026. Justifica-se a realização de dispensa eletrônica em razão do fracasso do lote 04 do Pregão Eletrônico n° 90003/2026, com fundamento no artigo n° 75, inciso III da lei n°14.133/2021. A contratação por dispensa adotará a individualização dos itens, mantendo-se inalteradas as demais condições, especificações e exigências estabelecidas no edital anterior. A medida também observa a orientação do Manual de Licitações e Contratos do TCU - 2025, segundo a qual, diante de licitação fracassada, deve-se avaliar as circunstâncias que ocasionaram o insucesso do certame e evitar a reprodução de eventuais falhas que tenham contribuído para sua frustração. No caso, a alteração restringe-se à forma de agrupamento dos itens, justamente para superar a circunstância identificada como fator do fracasso, permanecendo as demais condições do edital inalteradas.[E4]
