Diese Ausschreibung richtet sich an Unternehmen, deren Leistungsangebot auf begleitete Patiententransporte der Kategorie S4 gemäss den Richtlinien des Interverbands für Rettungswesen (IVR) ausgerichtet ist. Ein S4-Transport liegt vor, wenn keine Beeinträchtigung der Vitalfunktionen besteht beziehungsweise eine solche ausgeschlossen werden kann. Zudem darf nicht zu erwarten sein, dass während des Transports medizinische oder pflegerische Interventionen erforderlich werden. Bereits bestehende Dauertherapien, beispielsweise Sauerstoffapplikationen, sind bei Bedarf während des Transports lückenlos weiterzuführen. Die zu transportierenden Patienten stammen aus dem geriatrischen Umfeld. Daher werden neben der fachlichen Qualifikation insbesondere hohe Anforderungen an die sozialen und kommunikativen Kompetenzen des eingesetzten Personals gestellt. Erwartet werden eine ruhige, respektvolle und verständliche Kommunikation, Geduld sowie ein sicherer Umgang mit Menschen mit neurologischen Einschränkungen wie Aphasie, Demenz oder Orientierungsstörungen. Die Anbieter müssen über die erforderliche fachliche Kompetenz, qualifiziertes Personal sowie die notwendigen organisatorischen und betrieblichen Voraussetzungen verfügen. Sämtliche zur Leistungserbringung erforderlichen Bewilligungen, Zulassungen und Nachweise sind mit dem Angebot einzureichen.[E7]
