Zur Erfüllung der Amtsaufgaben und speziell zur Unterstützung der im Unterstützungsverbund (UVB) – CBRN beteiligten Behörden Bundespolizei (BPOL) und Bundeskriminalamt (BKA) und zur Unterstützung der Länder soll ein schreitendes unbemanntes Bodenfahrzeug (Unmanned Ground Vehicle, UGV) beschafft werden. Das schreitende UGV soll Messgeräte tragen und deren Daten übermitteln können und damit teilautonom die Erkundung von Gefahrenbereichen durchführen. Weiterhin soll das schreitende UGV die Fähigkeit besitzen, Türen zu öffnen (Nutzung von Türklinken und schiebende wie ziehende Öffnung von auch selbst zufallenden Türen) und Treppen mit bis zu 30 cm Stufenhöhe zu überwinden (gültig für alle gängigen Konstruktionsmaterialien wie Beton, Holz, Metall und Metall-Gitter) um sich frei in Gebäuden bewegen zu können. Das schreitende UGV muss die Fähigkeit besitzen seine Umgebung dreidimensional (3D) zu erfassen und sich auf Grundlage dieser Daten semiautonom in dieser Umgebung zu bewegen. Um die zwingende technische Kompatibilität mit den benannten Partnerbehörden zu gewährleisten, muss es sich bei dem schreitenden UGV um das Modell „Spot“ des Herstellers „Boston Dynamics“ handeln. Nur hierdurch kann technisch gewährleistet werden, dass erworbene und selbst angefertigte Zusatzausstattung (Hardware und Software) mit den Partnern ausgetauscht werden kann. Die Schnittstellen (Hardware, Software, Datenformate) sind dem Auftraggeber vollständig zu dokumentieren und ohne Lizenzbeschränkung zur Entwicklung eigener Zusatzausstattung bereitzustellen.
