About the requirement

Deze opdracht betreft de aankoop, implementatie en onderhoud van een Applicant Tracking System (ATS), waarbij de opdrachtnemer in staat voor het rekruteren van nieuwe medewerkers . De doelstelling is om het volledige wervings- en selectieproces te beheren binnen één tool, in een cloudtoepassing, waar noodzakelijk of nuttig via integratie met andere interne en externe platformen om zo een maximaal efficiënte en geautomatiseerde werking te garanderen. Stad Brugge, OCMW Brugge en de verenigingen van het OCMW Brugge werken vanuit een wetgevend kader (rechtspositieregeling), wat betekent dat er een aantal extra noden bestaan ten opzichte van een bedrijf van soortgelijke grootte uit de private sector. Die verschillen zijn niet zozeer inhoudelijk van aard, maar eerder juridisch en procedureel. Het systeem moet een juridisch robuust, transparant en objectief proces ondersteunen dat voldoet aan de principes van gelijkheid, non-discriminatie, motiveringsplicht en openbaarheid, met vaste procedures, uniforme selectiecriteria en de nodige rapporteringsmogelijkheden. Tegelijk moet het ATS voldoende flexibiliteit en gebruiksvriendelijkheid bieden voor zowel de backend gebruiker als de sollicitant om doorlooptijden te beheersen, kandidaat- en gebruikerservaring te verbeteren en een modern selectieproces toe te laten.[E10]
