Das Land Thüringen führt die Vergabe von Video- und Audiodolmetschleistungen auf der Grundlage des Gesetzes gegen Wettbewerbsbeschränkungen (GWB), der Vergabeverordnung (VgV) und dem Thüringer Vergabegesetz (ThürVgG) durch. Die Video- und Audiodolmetschleistungen sollen eine professionelle Kommunikation mit Menschen, die über keine oder keine ausreichenden deutschen Sprachkenntnisse verfügen, ermöglichen bzw. unterstützen. Es handelt sich dabei um eine Dienstleistung, in deren Rahmen der Auftragnehmer qualifizierte Dolmetschende bereitstellt, die innerhalb bestimmter Reaktionszeiten über das Internet bzw. per Telefon Gespräche zwischen Nutzenden und Gesprächsteilnehmenden im Wege des Konsekutivdolmetschens übersetzen.[E6]
