The overall objective is to provide the Government of Nepal and the WASH sector with an independent evidence base and a practical decision pathway for the future of the Service Support Centre approach to rural water-service delivery. The assignment shall determine: what has been built; whether and how it works; what remains after project support is removed; and what government action would be required to institutionalise or replicate the functions that prove valuable.
